I regret delay in replying but negotiatione with Foreign Office regarding secondment of Foreign Serrice Officer with experience of China have been protracted by their staff difficulties. They have now offered to release C. B. B. Heathcote-Smith at present serving in United Nations Department of Foreign Offico, He would be available in about June for period of 3 yearE, Foreiga Office look on him se intelligent, afficient, and tactful and are sure he would do well in the post. Particulars are as follows, born, 1912; appointed Vice-Conaul in Chize in 1936 end served there until 1945 with exception of a year in Teheran. in 1942; acted as Consul at Kweilio from 1943-1945, since when he has been in Foreign office,
